Upgrade Alpine Docker images of amazoncorretto to Alpine 3.21

The latest Alpine base image used by Corretto (3.20) is out-of-date as the latest Alpine release is 3.21.

Release a new image of 17-alpine using Alpine 3.21.

Thanks for contacting us about this. We should have a 3.21 Dockerfile available to build preview images soon, and the images should be available on Dockerhub and ECR after the next patch release on 2025-01-21 per https://github.com/corretto/corretto-docker?tab=readme-ov-file#types-of-images-provided
