Replace Admin Records Console with a general player info page.

Admin record console should be nuked because it is a massive janky pile of shit that barely works about 50% of the time and is full of shitcode. This UI should ideally be able to get information about characters that are not in the round (ie. pull it directly from the DB) and should have room to add additional CD related admin info in the future (eg. a antag target opt in system).
