This package requires the NAOqi simulator SDK, which as far as I know (I do not have access to a NAO anymore) is deprecated in newer versions of NAO robots. As far as I know, Softbanks does not allow any downloads of the simulator SDK anymore. So I am not sure if noetic is the problem here.
I suggest that you have a look at nao_virtual and the ros-naoqi organization in general.
