Update Twig to ~3.19 or greater #17603

Curious if a Twig update is possible at the moment. At least to 3.19. They've added functionality to invoke closures via filters. In 3.20 they bump the minimum PHP version to 8.1, which theoretically should be fine since Craft requires 8.2 anyway? |

Updated to 3.19 for Craft 4.17, and 3.21 for Craft 5.9 (24977fe, 751e70d). |
