[4.x]: Check on VAT-number in GB responds with invalid Tax-ID

What happened?

Description

Using a GB VAT-number result in an 'invalid Tax-ID' error. This because the library used it EU/Vies-specific . Organizations from the UK can not order using their VAT-number.

Steps to reproduce

1. Fill in a valid VAT-number in the 'Organization Tax ID' field
   

Expected behavior

When filing in a billing address within the UK, use a different service to check the VAT-number

invalid Tax-ID error message
