Describe the desired feature

For stateless fuzzing, we should detect a misconfiguration and warn the user that their config is limiting its effectiveness

This is a candidate to be implemented in fuzz-utils, since it will can be used by both echidna and medusa (crytic/fuzz-utils#53)
