Reminder of "pause first" action #1049

We have some issues with UI:

Not all options in registry menu are shown (they appears only when registry in on pause)
User can't obviously change fee (button appears only when paused)

Solution:

Show all functionality in menus, all buttons. Redirect to pause window first when the user wants to do some special actions.

Another variant is to block these functions and show reminder message.
