Follow on from #33

Write a small set of integration tests designed to test the compatible version range between
different Cylc components.

For example:

Restart compatibility between different versions of Cylc Flow
Compatibility between the UI Server and different versions of Cylc Flow

This should give us a list of expected compatibility ranges which will need updating as breaking changes are made.
