Proposal items that have a sum of three positive comments, are lifted to a separate activity stream(group). All party(group) members receive a flag in their d-cent notifications button.

Votes on proposal items that have n,nn% of votes, are lifted to a separate activity stream. All party members receive a flag in their d-cent notifications button.

Vote results are published in yet another activity stream by the system and the results archived automatically. Note: Access Group is the whole party. All data is internal for the Access Group.

Developing full functionality is a a bit complex, maybe define a workaround for this, i.e. a button that can be used when proposal has enough votes?

A quick solution for this would be adding a "preview" button in the law admin page, so admins can enter a specific law before it's published (i.e.: available to every user).

Also, adding a rule for publishing that prevents a law from being published if it doesn't have at least X positive votes (X could be set in configuration)
