Remane the migrate from/to button

I think the migrate from/to button needs to be renamed, because it's not very clear since it now includes the ability to export or import .csv

It possibly needs to be split into two behaviors:

1. import / export data
2. account migration

The first handles importing data & exporting it, potentially even posts; the second does the movedTo property on the actor.
