Do embargoed Dandisets need a license?

I have an embargoed Dandiset (https://dandiarchive.org/dandiset/001288/draft) which is throwing a metadata validation error.

Are we required to have a license for embargoed Dandisets? Perhaps adding a license should be part of the unembargo workflow, and the metadata validation error should not be displayed for an embargoed Dandiset.

What problems is this causing (besides the annoyance of the validation errors existing)?

I see two solutions here without any code needed:

1. Set a license on your Dandiset; it will be required for publishing after unembargo, so you might as well choose one now. That will eliminate the validation error.
2. Ignore the situation: while fixing validation errors is a good idea in general, it's only strictly necessary if you want to publish your Dandiset, which you cannot do while under embargo in any case.

Let me know if I'm missing some aspect that is impacted by the validation errors.
