Upgrade DANDI & LINC Hub k8s control plane versions #225

AWS has announced end of standard support for k8s==1.29 by March 25th, 2025

This issue captures the need to most likely upgrade the control plane again in both clusters -- @asmacdo and I to investigate any potential hiccups that could come with the control plane release upgrade
