Update MATLAB image

currently a nebari-based hub is being run.

it would be good to have a compatible matlab-image that works with this. this likely requires building an image based on the nebari images (https://github.com/nebari-dev/nebari-docker-images) or one that integrates with nebari requirements (work with nebari team at the community meetings).

A manifest of the contents of the MATLAB image to be restored is available at #278.

This replicates what was running in May, while adding DeepInterpolation and CIATAH (which had been previously planned).
