dandiset: add metadata for establishing "reporting period"

To provide dataset PIs we should provide periodic reports (like "tax documents" by banks) but timing would vary across dandisets. So I feel we should add explicit metadata fields so dandiset would gain ability to instruct archive to produce such reports at some given interval.

Aspects/Concerns:

• alternative would be to implement that at the level of archive DB and not bother with metadata record
• although feels like "not for public eye data" I think there is nothing "private" about it, so IMHO ok to have in generic dandiset metadata record.
• what if multiple awards support specific dandiset. Which reporting period should be used? how "contributions" are split between awards?

i think we will need a project management dashboard on the archive, where such information could be added. if we need to create a schema for that we could indeed add a Project model to dandischema, but seems more like a db thing for now.

I'd want to understand this much more comprehensively. If it's a high priority, can we meet to discuss in detail? If not, we can defer for now.

we should discuss which are high priorities in relation to each other. we have been sent a list of awards to address, and we will be sent more. i would like to step away from doing that process manually. this would be a very nih thing to do, but a dashboard that may be good to create. this will require some amount of spec-ing and lift.

however, the original issue here is a reporting issue, which is likely going to be a custom report per dandiset. this is what i created for the two dandisets.

so i would say there are two related pieces:

• [in the webapp or new webapp] an interactive dashboard for NIH POs, users, and awardees with components that could be public and restricted.
• a project tracking and management system for awardees and for us. we would enter the projects, with scheduled reminders, etc.,.

This one seems like a HUGE lift. We should discuss the requirements underlying this idea too, but I wanted to put that warning out early.
