Bump tmp, standard and eslint

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependencies [tmp](https://github.com/raszi/node-tmp), [standard](https://github.com/standard/standard) and [eslint](https://github.com/eslint/eslint). These dependencies need to be updated together.


Removes `tmp`
