We need to specify where we store and how we name the underlying data that the dashboard is representing.

This is probably too iterative for a git issue, so we'll have this conversation in a Google Document.

We want:

few top level files
flat hierarchies of the data so it can be searched quickly
easy to expand, add rich meta data at the subject and run level
