deal making retry leads to duplicate deal error

error after a few deals- pic of deal pusher log and boost log.

boost log:
deal proposal is identical to deal xxxx (proposed at xxx)

From the error log, it seems like the deal engine is trying to resubmit the same deal. It could be due to retry on error, i.e. boost received the deal but Singularity did not receive the acknowledgement, etc. Need to dig a bit more into the code
