Upload "bed header" information along with the bed file #98

We are currently skipping items that may have been provided in the bed file at the top as a header. There are various items people provide, though there is no formal specification regarding this. Some examples:

"browser": functional header used by the UCSC Genome Browser to set options related to it,
"track": functional header used by genome browsers to specify display options related to it,
"#": descriptive header to add comments such as the name of each column.

We should not throwaway this information, but instead, capture it and place it in the database.
