Make fails with an esoteric error if we save a filename it can't parse:

[2021-10-25 19:32:37,510] {docker.py:263} INFO - make: *** No rule to make target 'upload_finance-budget-and-audit-committee-17404124a374'.  Stop.

This wasn't a filename; there's an XPS (Proprietary Windows document format, similar to PDF) attachment. Going to see if unoconv can handle them. If not, will see if can address in attachment creation workflow.
