Calendar dates service ids not in calendar #14

Problem: There are instances where service_ids in calendar_dates.txt are not in calendar.txt. This causes an error when running with r5py as the start/end date for the service_id is not available.

Solution: Add missing service_ids to instance.feed.calendar as a cleaning step, post filtering to a bbox and date and pre-writing out.
