RMCP: figure out & implement correct endianness #2

As mentioned in #1, there may be discrepancies between the endianness used by the library and the endianness dictated by RMCP/IPMI.

We should investigate, and determine if we're doing this correctly in all places.

@mattboardman could you clarify in what places you had to tweak the endianness? When I use this RMCP implementation it works, and knowing roughly where you've encountered issues would figuring out where to fix it a lot easier :)
