False.

Netherlands Time.

Between 1909 and 1937, Amsterdam time, or Netherlands time, was 19 minutes and 32 seconds ahead of GMT.

Netherlands Time Zones

This timezone is impossible to represent in all current time libraries. In 1937 they moved it forward... by 28 seconds so it was a round 20 minutes ahead of GMT. During the occupation in WWII, the Germans moved them to Central European Time, and they never went back.
