Interested entities

There is no current feature in Decidim that has all the proposed requirements (Entities that commnet, add documentation , and thread of comments under each one.)
It would be a new engine that should be defined and developed in another repo.
In this project we would have to consider it as adhesion (similar to initiatives) or as a debate (with the functionalities defined in the core)

debates feature is availabe in staging so this issue is ready for QA.
