issues on your new HLS version with uniview family

as your last update or idk when and where exactly the problem is , in some cameras when you set :
frame rate <= i fram interval

its play nothing on HLS but your old version play with no problem in same condition , but new version cant play , i didnt see this problem in all cameras or in webRTC or MSE but i pull from your repo and test it and figured it out .

for your more information it have no problem with dahua or hikevision but its have issue with uniview family , i tested with two different cameras and saw that , if i figured out how can i fix that ill make pull request and if not , do you have any idea why and what happend ?
