Randomize number of qualified employees per shift #3

In order to increase the degrees of freedom, the number of qualified employees per shift (kquali) should be randomized.

At the moment, it is fixed to exactly kquali = 1:

rostermaker/rostermaker/roster.py

Line 249 in 2129b0c

kquali = 1

Note that in every shift at least one qualified employee must be present.
