Adding Support for Windows

Hi,

I was wondering what would be involved in adding support for windows? I have looked at the windows crate and I think I could include that to handle actually accessing the windows ble apis but I wanted to check what would be involved. Also, I wanted to see if I could also add documentation as I go because right now there is nothing and it makes it a bit hard to read and understand.
