CSV Store Import Module

Is your feature request related to a problem? Please describe.
Currently devs have to apply new store data via csv in a very complicated way.

Describe the solution you'd like

• add a module in the administration to update accepting stores via csv
• add a "Importer" role (will be done in Add store import role #1561)
• csv file can be uploaded via file upload
• show a table with preview data
• mark invalid data
• if no coordinates were provided use the existing geoservice to get them
• also include some cleanup if needed as we do in the current import
• import stores if data is valid
• module should be enabled/disabled via buildConfig since it may not be suitable for all projects (bavarian entitlementcard)
