Update the CDK code to setup a WAF and connect it to the load balancer.

This will require testing in our test account:

  1. Setup ocs-dev account infra without the WAF to mimic prod setup
  2. Deploy WAF and observe impact on site availability
  3. Tweak as necessary
  4. Schedule downtime & roll out to production
  5. Decommission test account infra
