[BUG] Create ticket for user message should be ephermal #614

Current Behavior

Currently when (using the context menu) creating a ticket for another user, after selecting the category, the bot sends the message with a button to create a ticket in the active channel. However this message is not ephermal for the targeted user which can cause chaos when other users click the button for whatever reason, creating tickets themselves.

Expected Behavior

The create ticket for user message should be ephermal for the target user only.

Steps To Reproduce

  1. Using the context menu, create a ticket for a user in a channel
  2. Have the target user confirm to be able to see the create ticket prompt message
  3. Have a third user confirm to be able to see the same message
