If a channel has +c set, SubWatch will not post

If a channel has blockcolors on, SubWatch cannot post because it uses formatting codes in its notifications. SubWatch should query the modes of the channel on join and watch for mode changes from ops so it can know when it is appropriate to use colors and when it is not.
