feat[function]: Create a function to query each need against those in the collection (script - data ingestion)

Create a function to query each need against those already in the collection to reduce/eliminate duplicate needs uploads.

Reference Issue #295 for details.

Notes:
Each sub-issue should focus on a specific function required for the script and remain in the "Triage" section of the DA Tech Kanban board until the preceding function is created and merged. Once ready, the sub-issue will move to the "Ready to Work" section and be available for assignment. Following this order is essential for the script to execute as intended.
