Replace description in README

I'm looking through all of our existing docs and I realized the first section of the README for this website repo doesn't describe the website repo; it describes Distribute Aid (which is covered on the org landing page in greater detail). The first section should be revised with what's currently the third section (About the Project), so that "About the Project" is the first section, followed by the table of contents.

Since this isn't urgent it would make an excellent first issue for a new contributor! (<-- why I'm creating an issue instead of doing it myself 😁)
