Making decimal fit for moving it here

2. • Removed copyright material from git history
   • Transfering either m3m0ry/decimal or rumbu13/decimal to here
3. • Use buildkite for continuous testing (@wilzbach promissed insight). Only makes sense after 4. was completed.

4. Fix current testing

   • Fix compilation of test2.d
   • Fix compilation of test.d
   • Fix compilation of intel.d, generated from test.d
   • Uncomment -- scenarios in readtest.in for full test coverage
   • review all tests

5. Future tasks like code-review and more tests.
