Given a 10 page doc, say I want to embed a document viewer but only include the relevant pages 1, 3, and 9. Would be useful to generate a document viewer with only those relevant pages accessible (although always with the option for the reader to access the full doc).
If we did this, it would need to be crystal clear to the reader that they were viewing a subset, so as to prevent an embedder from using this to omit relevant information.

I think there are plenty of use cases where the info you want to point at spans multiple pages. In these cases, it's more precise to reference a specific subset of pages (rather than something like "start reading on this page), and separately linking to each page individually isn't as user / reader friendly.
It's kinda like how you page references are usually treated in end notes and footnotes.
