2008: license GPLv3+ added to poker-eval
The license of poker-eval was GPLv2 without the "or later" clause
allowing the user to upgrade to GPLv3 until March 2008. Loic Dachary
<[email protected]> contacted the copyright holders to ask their
agreement to release under the GPLv3+ (i.e. GPLv3 with the "or later"
clause allowing the user to chose between GPLv3 and any later version
of it). Their agreement was recorded in this file in March 2008 and
the poker-eval license was upgraded accordingly.

Hmmm... I haven't paid close attention to GPLv3. Can one release
software and have it be under either? I think if I were doing it
again today, I'd probably just MIT-style license it.

This is fine with me; I'd prefer "version 2 or later" language. My
work, though, was pretty superficial, and I won't claim any copyright on
any of it.
