Update explore dashboard page with information about GenAI telemetry visualizer

Description

PR dotnet/aspire#11227 added a new dialog for viewing GenAI telemetry.

Something that should be mentioned is that it works best when message content is recorded to telemetry. That can be configured with MEAI by setting EnableSensitiveData. If message content isn't recorded then the dialog will display a note and link that it is missing. The documentaiton should mention that apps should be configured to record this telemetry. I'd like the link in the dashboard to link here so people can learn more.

re: info about enabling sensitive data. Should mention the how to include data is different depending on the Gen AI client and OpenTelemetry library being used. I suggest giving a couple of options:

1. Link to the Aspire integrations around AI, which show how to do this.
2. Also suggest setting OTEL_INSTRUMENTATION_GENAI_CAPTURE_MESSAGE_CONTENT=true env var to true. It is a convention amoung some libraries for displaying sensitive message content.
