This issue has been verified using Visual Studio 17.13 Preview 5.0 (9.0.30 & 9.0.22 & 9.0.0). Can repro this issue on Windows & Android platform. |

Description
When adding a new ShellContent dynamically at runtime in a TabBar, the title of the newly added tab does not update in the UI on Android and Windows.
Steps to Reproduce
1.Deploy the attached sample.
ShellContentTitleIssue.zip
2.Click the Change Title button(First tab title is updated).
3.Click the Add New Tab button.
4.Click the Update New Tab Title(Title is not updated)
