Stop running sdk-diff-tests and license-scans on release branches when there is a corresponding internal/release branch. #4484

The dependency flows for released products (e.g. non-previews) happens in the internal/release branches therefore that is the primary place the sdk-diff-tests and license-scans pipelines should be run. I'm not sure there is ROI to run these on the public release branches. Stopping these runs saves on compute as well as reduces the # of pipeline runs to monitor.
