Bump GitHub.Copilot.SDK 1.0.6 -> 1.0.7 (from PR #925)

Patch bump superseding PR #925's SDK delta. The 1.0.6 -> 1.0.7 public
API diff only touches FfiRuntimeHost.Create and OptionsApi.UpdateAsync,
neither of which skill-validator uses, so the SDK 1.x migration compiles
unchanged. The GHCP001 experimental-type suppression is still required:
PermissionDecision, SessionFsStatResult, SessionFsReaddirWithTypesEntry,
and SessionFsSetProviderConventions remain [Experimental] in 1.0.7.

src + tests build 0 warnings/0 errors; all 604 tests pass.
