.config/shell/xlogin.d/50-xinput.sh and .config/shell/xlogin.d/50-xkb.sh change how input devices work, but hotplugging an input device undoes their changes. pyudev looks like it might be a reasonable way to re-apply the input changes after a device is hotplugged.
