Describe the Enhancement

Create reformatting support for the following EnsembleStat linetypes:
PHIST
RELP
ORANK

and consider whether additional steps are needed (i.e. calculating aggregation statistics via METcalcpy agg_stat.py) to support generating various histogram (and perhaps any other plots for the ORANK linetype data).
