If we want to allow teams to be able to change their name it should only be through a manual approval process:

  1. Hackers click a button to apply for a name change on /hacker/team
  2. Volunteers/Admins see the request on /volunteer/teams as a notification and can approve/deny the application.
  3. Volunteers/Admins can manually use an edit button (pencil) next to the team name on /volunteer/teams to edit a team name directly.

This final step can be developed separately without the need for the intermediatory steps of approval.
