Study possible eclipse vectors

** Description **
An attacker might try to fill-up (completely or partially) a node's buckets by producing a large number of IDs.
We should ensure this is not possible.

Additionally, we don't want an adversary to be able to stay in a bucket indefinitely (i.e., never being evicted) without actually participating in the protocol (i.e., timely relaying protocol messages).
