Major refactor and new features: Goal: Allow building Specification Models for DICOM description sections in a different way than DICOM tables. This will bring breaking changes. - Refactor SpecModel metadata to use a dataclass hierarchy (BaseMetadata, TableMetadata) - Refactor SpecModel into a class hierarchy (BaseSpecModel, TableSpecModel) - Add SectionSpecModel and ModuleSpecBuilder to support referenced explanatory sections in DICOM Module tables
