Proposed Label: user-validation-required

To encourage a validated user-requirement-driven ("Lean Startup") approach I propose that we have a specific label for when a Product Owner (or other project team member) thinks of a requirement/idea and we think it should be validated by the "end user" before any "building" takes place.

The exact copy for the label is open to suggestions, at this point we are merely discussing the idea of having this as a label...
