Sucks that you have all this nonsense. To deal with the spam problem, you could temporarily turn off the issue tracker or limit who can post to just collaborators, but I know that's not what you may want. I think adding issue templates or “read before posting” notes can help filter out junk posts. It also helps to report and delete spam to trigger GitHub’s blocking tools, ideally stick to the template option - I am sure you can setup a GitHub Action to immediately reject anything that doesn't follow a structure.
