Better tests before publishing packages

• Verify the URL (by issuing a HEAD request on it?). At least make sure it parses as a URL.
• Verify that dylan build --all gets no errors.
• Verify that documentation builds correctly if it exists. This will have to make the same assumptions the "gendoc" library makes, namely documentation/source/index.rst exists.
