Use better config format than json

[cgay]

json is a bad config format because it doesn't officially allow comments and because it's more "noisy" than necessary. i.e., having to use double quotes for all strings.

toml? yaml? coil?

Might also be preferable to use one file per package so they're less likely to break the whole catalog.
