--check does not block on files that would be deleted by rulesync #1431
Description
If someone forgets to use rulesync and adds an AI file directly to claude / cursor etc rules then running rulesync generate --check --delete will not fail, and will let them commit the file. The next time someone runs rulesync generate --delete, then those files get deleted by rulesync. It would be great if rulesync could fail on the --check flag when it would delete files.
