Potential Race Condition

We have noticed that in the PNNL CI, sometimes a few tests will fail, then pass upon retry at another time (perhaps when system load is different). I am opening this issue to track which tests have this issue.

In a recent PR by @singhbalwinder, these two tests failed:

	 99 - validate_compute_wetdep_tend (Failed)
	105 - validate_compute_activation_tend_do_act_true (Failed)

but passed upon retry the next day.
